ACP Early Intervention’s staff and providers have more than 25 years of experience working with children with developmental delays and their families. As one of the largest agencies in the area, ACP Early Intervention provides a high level of quality services using caring dedicated professionals. We support each child’s developmental potential by providing individualized programs tailored to each child’s specific needs. Our goal is to provide prompt, accurate evaluations, effective treatment for children’s developmental and educational concerns, and support for the entire family.

As a multicultural team we recognize, understand, and honor each family’s unique needs and preferences during the entirety of the evaluation process. Additionally, our services are thoughtfully provided in a multitude of languages, so you and your child feel informed and at home.

Why Is Early Intervention So Crucial?

From the time your child is born to age 5, their brain will have developed more rapidly than any other time in their life. Within the brain, connections called synapses are required for functioning. These synapses help your child move, think, communicate, and develop. Almost everything from birth to kindergarten is new to your child’s brain—new textures, new sounds, new faces, new movements, new, more complex needs. According to Rishi Sriram, a professor at Baylor University, children’s brains develop in stages referred to as “critical periods.” At the beginning of these periods, the synapses double. The first critical period begins at age 2, where children are making double the amount of synapses as an adult. By the time your child is 5-years-old, some of the most crucial learning will have already taken place. Although all children learn and grow at individual rates, it is important to give your child’s brain every resource it needs to create these essential connections. The synapses your child makes today will have life-long effects on their development. This is why early intervention, if you suspect your child isn’t developing typically, is so important.

Early Intervention

All children ages birth to 3 are entitled to a no-out-of-pocket cost evaluation under the New York State Early Intervention Program (EIP) to determine if they are eligible for services. The NYS EIP follows a developmental model, which demonstrates whether a child is reaching milestones as compared to peers of the same age. A developmental delay means a child has not reached age-appropriate milestones in one or more developmental areas. If the delay is significant enough to meet eligibility criteria, services are available at no out-of-pocket cost.

A multi-disciplinary Early Intervention evaluation assesses five areas of development, and determines if a child has a measurable delay in any of these areas:

Communication:

using and understanding language

Cognitive:

thinking, learning, intellectual ability, problem-solving

Physical:

gross/fine motor skills such as walking and handling objects

Social:

relating to other, handling and expressing their own emotions

Adaptive:

self-help skills such as feeding and dressing

In addition, your child may receive one or more of the following evaluations, depending on your area of concern:

  • Speech & Language
  • Audiological
  • Special Education
  • Physical Therapy
  • Occupational Therapy
  • Psychological

A Diagnostic Evaluation is available to diagnose or rule out Autism Spectrum Disorder (ASD). Our agency has some of the area’s most experienced and respected evaluators and diagnosticians. ACP Early Intervention uses a variety of evaluation tools alongside family medical history to generate a comprehensive multidisciplinary, multicultural approach to help your child reach their development milestones.

The results of these evaluations, along with information you provide, will determine if your child is eligible to receive early intervention services. When a child is determined eligible, the types of services are determined at a meeting that includes the parent, a member of our evaluation team, and a representative from the municipality. An Individualized Family Service Plan (IFSP) outlines all the details of the services your child will receive, in addition to the goals you would like your child to achieve.

The Early Intervention Program is a public program funded by New York State, Nassau & Suffolk counties, and the NYC Department of Mental Health, and is for children less than three years of age who have or are suspected of having a developmental delay and/or disability. Eligibility for the EIP can be determined only by State approved evaluators under contract with the municipality. If a child is found eligible for the EIP, all services are identified in collaboration with the family and must be authorized by the municipality. The municipality will arrange for service providers to deliver services authorized by the municipality. All services under the EIP are provided at no out-of-pocket cost to families, but health insurance may be accessed without affecting your family’s benefits. For services provided in community settings that require a fee, the parent is responsible for paying those costs. To access EI services, contact the Nassau County Department of Health at 516-227-8661 or the Suffolk County Department of Health at 631-853-3100 or the Westchester County Department of Health at 914-813-5094.
